11. Draft Seeds Bill: Provisions, Penalties and Farmer Concerns

  • The Draft Seeds Bill was released on 12 November with comments invited until 11 December, to replace the Seeds Act, 1966 and Seeds (Control) Order, 1983.
  • Fines range from ₹50,000 to ₹30 lakh and jail up to 3 years, versus ₹25,000-₹5 lakh and 1 year in the 2019 draft.
  • A 27-member Central Seed Committee and 15-member State Seed Committee are proposed.
  • Farmers keep rights to save, exchange and sell farm-saved seeds, but not under a brand name.
