PARIVARTAN Scheme: Replacing Old Polluting NCR Trucks and Buses
Why in the news
The housing and urban affairs ministry cleared the working rules for a scheme that pays vehicle owners to retire ageing commercial vehicles in and around Delhi.
Key facts
- Expansion, first half: Programme for Accelerated Renewal and Incentivization of Vehicle Assets; second half: for Reducing Transport Air Pollution and Network Emissions.
- Nodal ministry: Ministry of Housing and Urban Affairs (MoHUA).
- Region: National Capital Region (NCR).
- Target: old, highly polluting trucks and buses, not private cars.
- Replacement choices: BS-VI compliant vehicles or EVs.
Objectives
- Cut air pollution in the NCR.
- Swap old high-emission trucks and buses for cleaner ones.
- Encourage greener transport, e-mobility among it.
- Lift city air quality and trim greenhouse gases from transport.
Need for action
- Winter air in Delhi and the NCR ranks among the world’s worst, and vehicles are a leading source of PM2.5 and nitrogen oxides.
- Ageing diesel commercial vehicles pollute much more per km than BS-VI ones.
- A big slice of the commercial fleet is still BS-III or BS-IV.
- Renewing the fleet gives instant cuts, which slower fixes like bigger public transport cannot.
