4. Legal Metrology (Indian Standard Time) Rules, 2026 Notified

  • The Legal Metrology (Indian Standard Time) Rules, 2026 were notified on 27 August 2026 and published in the Gazette on 29 August.
  • The rules make IST the common, legally recognised and traceable time reference for India.
  • They take effect 180 days after Gazette publication.
  • CSIR-NPL maintains the national time scale; five regional labs provide traceable time.
  • IST can be delivered through NTP, PTP, NavIC and optical fibre.

5. UPI Expands to Uzbekistan Through UZQR Link-Up

  • NPCI International Payments Ltd (NIPL) and Uzbekistan's NIPC signed a commercial agreement on 30 August 2026.
  • Indian UPI apps will scan UZQR, Uzbekistan's national interoperable QR code, for person-to-merchant (P2M) payments.
  • HUMO, the national payment system run by NIPC, is NIPL's partner for cross-border merchant acceptance.
  • Uzbekistan becomes the 11th country in UPI's international network and the first in Central Asia.

9. C-DOT Unveils 14 Indigenous Quantum-Safe Products

  • C-DOT unveiled 14 indigenous quantum products on 31 August 2026, its 43rd Foundation Day, in New Delhi.
  • Two fibre-based QKD systems were launched: Q-AKSHAY CD and Q-AKSHAY MD.
  • Q-AMOGH is a 200 Gbps optical-layer encryptor; Q-MAHASETU handles 40 Gbps; Q-SETU handles up to 80 Mbps.
  • Q-VIKRAM and Q-PARAKRAM are 1 Gbps defence-oriented encryptors; PQC products use NIST-approved algorithms.
  • National Quantum Mission: approved 19 April 2023, outlay ₹6,003.65 crore for 2023-24 to 2030-31.

10. Scandium Nitride Film Breaks Thermoelectric Limit: JNCASR, IISc

  • JNCASR and IISc Bengaluru, with the University of Sydney, reported a Seebeck coefficient beyond -124 mV/K in scandium nitride films.
  • The reported value of -124.6 mV/K is roughly 1,000 times that of typical semiconductors.
  • The films are about 200 nm thick, grown on magnesium oxide by ultrahigh-vacuum magnetron sputtering.
  • The design is Heavily Doped, Highly Compensated (HDHC); applications include sensitive temperature sensors and single-photon detection.

12. Tata Advanced Systems, Javelin JV Sign Missile Co-Production MoU

  • Tata Advanced Systems Limited signed an MoU with the Javelin Joint Venture, formed by Raytheon (RTX) and Lockheed Martin, around 30-31 August 2026.
  • The MoU assesses a final assembly and integration facility for Javelin in India, plus domestic component manufacturing.
