Why in the news

The commission advised dropping 35 communities, mainly Muslim, from the central OBC list for Bengal.

About NCBC

  • Started under the NCBC Act, 1993; constitutional body under Article 338B (and 342A) since 2018.
  • Purpose: protect Socially and Educationally Backward Classes (SEBCs).
  • Members: Chairperson, Vice-Chairperson and 3 Members, appointed by the President by warrant; rank equal to Secretary to the Government of India.

Functions and powers

  • Monitor safeguards, inquire into complaints, evaluate welfare programmes.
  • Governments must consult it; it files annual and special reports.
  • Civil court powers: summoning, oath examination, calling documents.
  • Recommends inclusion or exclusion in the central list.
