3. PMKSY Irrigation Scheme: Components, Funding and Outlay

  • PMKSY, launched on 1 July 2015, is a Centrally Sponsored Scheme and umbrella programme for irrigation, with the motto Har Khet Ko Paani.
  • The Centre bears 90% for North-Eastern and Hilly states, while other states split costs 75:25 with it.
  • Three ministries implement it: Jal Shakti, Rural Development and Agriculture.
  • The 2021-2026 continuation has an outlay of about Rs 93,068 crore against Rs 50,000 crore for 2015-2020.

4. RBI Lifts Rate Caps on FCNR(B) and NRE Deposits Till Sept 2026

  • On 17 June 2026 RBI temporarily removed interest rate ceilings on fresh FCNR(B) deposits of 3-5 years and NRE deposits of 3 years and above.
  • The relaxation applies until 30 September 2026, under Section 35A of the Banking Regulation Act, 1949.
  • Transfers from NRO to NRE accounts do not qualify for the exemption.
  • SBI Research expects USD 40-45 billion via FCNR(B) and USD 55-65 billion in total in FY27.

10. Super El Niño 2026-27: NOAA Warning and Impact on India

  • NOAA confirmed a new El Niño on 11 June 2026 and put 63 per cent odds on it turning very strong by November 2026-January 2027.
  • A super El Niño means sea surface temperature anomalies above 2°C; only four events since 1950 reached it: 1972-73, 1982-83, 1997-98, 2015-16.
  • ECMWF projected anomalies of +3°C by December 2026.
  • It is likely to weaken India's southwest monsoon, trigger droughts and push global temperatures past 1.5°C.

11. India-Japan Joint Crediting Mechanism Rules Adopted

  • On 8 June 2026, India and Japan put the Joint Crediting Mechanism (JCM) rulebook, called Rules of Implementation, in place.
  • The mechanism sits under Paris Agreement Article 6.2; India joined as partner number 31 in a network of 32.
  • Japanese firms fund emission-cutting projects in India, and the carbon credits are split so both nations can count them toward NDCs.
