Why in the news

The Reserve Bank of India’s Annual Report revealed that it is studying a single emergency freeze for all digital payments. The aim is to help customers who realise mid-scam, for instance during a fake “digital arrest” video call, that they are being cheated.

  • Kill Switch: an emergency tool that immediately halts all fund transfers and financial operations from the user’s bank account or digital wallet.
  • Switch On/Switch Off: gives selective control, so a user can enable or disable chosen transaction channels.
  • Example of selective control: international transactions can be turned off while domestic ATM withdrawals stay active, which adds safety to routine use.
  • Today’s blocking is mostly limited to cards; the proposed switch spans the whole electronic payment range.

Background: mule accounts

  • Mule accounts are bank accounts that criminals use to receive, park and pass on cheated money, often with the real holder not fully aware of the role.
  • Stolen money is quickly shifted through a chain of such accounts into wallets, gaming credits or crypto, making tracing hard.
  • Two creation routes: knowingly (a person sells or rents out the account) or unknowingly (fraudsters open accounts with fake or stolen identity papers and forged KYC).
  • Curbing them is a top priority for RBI, banks, financial intelligence units and the Indian Cyber Crime Coordination Centre (I4C), which works under the Home Ministry. A kill switch helps because it stops the first transfer before it enters the chain.
