Key facts
- Releasing body: National Statistical Office (NSO) under MoSPI.
- Format change: since 2025, PLFS has reported on a quarterly basis for both rural and urban India; earlier, only urban areas had quarterly data alongside an annual report.
- Why 55.5% differs from 44.9%: the annual PLFS 2025 figure covers all ages, while the quarterly one covers persons aged 15 and above.
- PLFS 2025 annual: worker population ratio rose from 39.7% (2022) to 43.5% (2025); rural female WPR climbed from 26.9% to 33.8%.
Concerns
- Urban female participation stays very low at 22.2% (PLFS 2025 annual).
- Youth unemployment is high, at 18.9% for young urban women.
- Educated unemployment of 6.5% is over twice the national average.
- 70.7% of rural female workers are self-employed, often at subsistence level.
- A one-tenth-point fall in urban unemployment sits within the normal noise of quarterly data.
Background
- PLFS is a household survey by NSO under MoSPI, launched in 2017 to replace the older quinquennial NSSO Employment-Unemployment Surveys.
- NSO was formed in 2019 by merging the Central Statistics Office and the National Sample Survey Office.
- LFPR = share of people employed or seeking work; unemployment rate = unemployed divided by labour force, times 100; WPR = share of population actually employed.
- Current Weekly Status counts someone as employed if they worked at least one hour in the reference week; Usual Status uses the previous 365 days. Quarterly urban data typically use CWS.
- Users of the data include the RBI, Finance Ministry and NITI Aayog for policy and the ILO, World Bank and OECD for benchmarking.
Exam angle
- Body: NSO, MoSPI; bulletin covers January-March 2026.
- Definitions: LFPR, UR, WPR, CWS vs Usual Status.
