NITI Aayog Draft Roadmap: LCDC and NGFI for India’s Net Zero Goal
Why in the news

India’s targets
- 500 GW non-fossil electricity capacity by 2030.
- Net zero by 2070.
- 45% cut in emission intensity of GDP by 2030, from 2005 levels.
Proposed institutions
| Body | Role |
|---|---|
| Low Carbon Development Commission (LCDC) | Guides policy, coordinates ministries, builds bankable project pipelines; aims to mobilise $100 billion a year; scientific and technical rather than regulatory |
| National Green Financing Institute (NGFI) | Closes the net-zero financing gap using blended finance and guarantees that lower WACC; backs CCUS, green hydrogen, green ammonia and renewables |
Climate measures highlighted
- Mass transit, electric mobility, energy efficiency, sustainable construction and circular economy.
- Net zero: near-zero emissions with the remainder offset by carbon capture or afforestation.
Exam angle
- LCDC finance goal: $100 billion yearly.
