GRAP Stage III Delhi: Rules and AQI Stages Explained
Why in the news
Capital air quality slid into the ‘Severe’ band for the first time this season, so the third stage of the graded pollution response was switched on.
About GRAP
- An adaptive framework for the National Capital Region, with actions tied to daily AQI.
- Started 2017, after Supreme Court directions and EPCA recommendations.
- Run by the Commission for Air Quality Management (CAQM) with CPCB, the Delhi Government and pollution boards of Haryana, Uttar Pradesh and Rajasthan.
- Supports National Clean Air Programme goals.
Stages

Higher stages add to earlier measures.
Stage III curbs
- Construction and demolition halted, barring essential projects.
- BS-III petrol and BS-IV diesel vehicles barred in Delhi-NCR.
- Primary schools closed up to Class 5; work from home and carpooling encouraged.
- Exempt: healthcare, defence, metro, railways, sanitation, under strict dust and emission norms.
