G20 Trade Ministers’ Meeting Milwaukee: Goyal backs WTO rules, meets Greer
Why in the news
Commerce and Industry Minister Piyush Goyal set out India’s positions on overcapacity, forced labour and MFN treatment at the G20 Trade Ministers’ Meeting in Milwaukee, Wisconsin (USA), held under the US G20 presidency. On the sidelines he met US Trade Representative Jamieson Greer on 1 October 2026.

- Overcapacity: Goyal said India has no structural excess capacity in the sectors flagged by the presidency and blamed trade distortion on hidden subsidies and support.
- WTO approach: he favoured evidence-based anti-dumping and countervailing duties with judicial review over steps outside WTO rules, and sought restoration of the two-tier dispute settlement system.
- Forced labour: India has ratified ILO Conventions 29 and 105 and in July 2026 amended its Foreign Trade Policy to restrict imports of goods made with forced labour.
- MFN: Goyal called MFN treatment a key guarantee of equal terms for all traders and backed special and differential treatment for developing countries.
- India-US: talks with USTR Greer aimed at early conclusion of a mutually beneficial interim agreement under the India-US Bilateral Trade Agreement.
- Other meetings: ministers of Australia, Saudi Arabia, France, South Korea and Canada, and EU Trade Commissioner Maros Sefcovic.
About the G20
The United States holds the G20 presidency in 2026. Greer, on the other side, argued that unconditional MFN treatment could limit the ability of economies to respond to distortive policies.
