While electoral rolls undergo a Special Intensive Revision (SIR), claims of mass false deletion requests against eligible voters have made Form 7 controversial.
Key facts
- Form 7 lets a person request removal of their own name or object to another’s.
- Grounds: death, duplication, shifted residence, age or citizenship ineligibility, misrepresentation.
- Booth Level Agents (BLAs) may also object.
Legal basis
- Prescribed in the Registration of Electors Rules, 1960, made under the Representation of the People Act, 1950.
- Under Section 13(2), the objector must be someone already listed on the roll.
Purpose and concern
- Keeps rolls accurate; bulk misuse can target genuine voters.
