  • The Petroleum Ministry issued draft Petroleum & Natural Gas Rules, 2025 to modernise the upstream oil and gas sector.
  • A stabilisation clause shields licence holders from later tax or royalty increases.
  • Greenhouse gas monitoring, site restoration and carbon capture are compulsory, with five years of post-closure monitoring.
  • The rules replace the Petroleum Concession Rules (1949) and Petroleum & Natural Gas Rules (1959).
