2. RBI Draft Master Direction on PPIs: Limits, UPI Interoperability

  • RBI issued a draft Master Direction on Prepaid Payment Instruments in April 2026 to replace the 2021 framework.
  • Full-KYC PPIs: balance capped at ₹2 lakh, P2P transfers ₹25,000 a month, cash loading ₹10,000 a month.
  • Full-KYC PPIs must be interoperable through UPI and card networks; issuers may allow wallet discovery inside third-party UPI apps.
  • PPIs are domestic only, and wallets idle for one year must be classed as inactive.

4. Digital Payments E-Mandate Framework 2026: RBI Rules Explained

  • RBI issued the consolidated Digital Payments - E-mandate Framework, 2026 covering UPI, cards and prepaid instruments.
  • Recurring payments need no OTP up to ₹15,000, and up to ₹1 lakh for insurance, mutual fund SIPs and credit card bills.
  • Banks must send an alert at least 24 hours before every debit, with a link to cancel it.
  • Banks and providers cannot charge customers for setting up or using e-mandates.

5. SASCI Capital Investment Scheme: SBI Report on State Absorption

  • SASCI began in FY 2020-21 during COVID-19 to sustain infrastructure spending, offering long-term interest-free support to states.
  • The loans are 50-year interest-free, so they add no immediate interest burden on state budgets.
  • SBI's report shows FY25 utilisation led by West Bengal at 96.7% and lowest in Manipur at 47.4%.

8. Sugarcane (Control) Order 1966: Draft Overhaul Proposed

  • DFPD proposed a full revamp of the Sugarcane (Control) Order, 1966 around an ethanol-centred bio-refinery model.

9. ANNAM.AI: IIT Ropar’s AI Ecosystem for Punjab Farmers

  • IIT Ropar's Centre of Excellence ANNAM.AI launched India's first fully integrated AI ecosystem for agriculture.

10. NARIT-AI: Gujarat Police’s AI Tool for NDPS Investigations

  • Gujarat Police developed NARIT-AI, the Narcotics Analysis and RAG-based Investigation Tool, to address falling NDPS Act conviction rates.
