Biological Weapons Convention
- Effective since 1975; the first multilateral disarmament treaty banning a whole class of WMD.
- Bans development, production, stockpiling, acquisition and use; existing stocks must be destroyed.
Why India is exposed
- Geography and ecology bring transboundary risks; dense population magnifies outbreaks.
- Dependence on farming raises agro-terrorism risk; livestock and biodiversity raise zoonotic risk.
- Dual-use research is spreading; non-state actors reportedly tried preparing Ricin.
