Why own source revenue matters

  • Panchayats rely almost wholly on central and state grants and raise little themselves; most raise well under 10 per cent of their spending.
  • The 73rd Amendment (1992) created the three-tier system, and Article 243H lets states authorise panchayats to levy taxes.
  • Finance Commission grants come with conditions; the 15th Commission gave ₹2.36 lakh crore for rural local bodies for 2021-26. Heavy grant dependence weakens answerability to local taxpayers.
  • Digital collection limits leakage and gives data for planning services.
