Why in the news

The Centre reopened consultations on the long-pending Pesticides Management Bill (PMB), and industry has raised concerns.

About the Bill

  • Regulates import, manufacture, sale, transport, distribution and use of pesticides.
  • Mandatory registration and licensing of makers, distributors and dealers; clear labels and hazard warnings.
  • Inspections, monitoring and strict penalties; power to ban hazardous pesticides.
  • Backs bio-pesticides and integrated pest management.

Test yourself

1. Under the Pesticides Management Bill debate, which provision did industry say allows sampling without random selection?

Section 40(1)(d) lets inspectors sample without representative or randomised selection.

2. How long a protection period for new molecules did the 2008 draft pesticide law contain as Regulatory Data Protection?

RDP allowed 5-year protection for new molecules but was dropped in the current Bill.

3. What duration of temporary company bans did industry propose under the Pesticides Management Bill?

Industry proposed time-bound bans of 60–90 days, based on scientific evidence.
