The Viksit Bharat Shiksha Adhishthan Bill, 2025 proposes one umbrella regulator for higher education, following NEP 2020 with a "light but tight" approach.

  • Funding is kept apart from regulation, standard-setting and accreditation.
  • Replaces the UGC, AICTE and NCTE.
  • The Commission is the apex coordinating body; its chairperson is appointed by the President. It has up to 12 members: the 3 council presidents, the Higher Education Secretary, 2 state-HEI professors and 5 experts.
