GSDP expenditure-side estimates: NSO releases draft guidelines
Why in the news
The National Statistics Office (NSO) of the Ministry of Statistics and Programme Implementation (MoSPI) released draft guidelines on 9 October 2026 for compiling Gross State Domestic Product (GSDP) from the expenditure side.
Key facts
- Base year: the guidelines are built on the revised 2022-23 base-year framework.
- Aim: uniform, comparable and methodologically standard state estimates across states and UTs.
- Capacity: they are meant to strengthen the State Directorates of Economics and Statistics (DES).
- PFCE gap: no state or UT currently prepares estimates of Private Final Consumption Expenditure; some estimate only GFCF and GFCE.
- Deadline: comments are invited until 28 October 2026.
Expenditure components covered
| Component | Meaning |
|---|---|
| PFCE | Private Final Consumption Expenditure |
| GFCE | Government Final Consumption Expenditure |
| GFCF | Gross Fixed Capital Formation |
| CIS | Change in inventories |
| Valuables | Acquisition of valuables |
| Net exports | Exports minus imports |
About GSDP
GSDP is the state-level counterpart of GDP. An expenditure-side estimate looks at how output is used through consumption, investment, inventories, valuables and trade. Some states and UTs already estimate GFCF and GFCE. MoSPI’s NSO sets national accounting standards and coordinates with state statistical bodies.
