FASTag exemption for Divyangjan: validity now 3 to 5 years, not annual
Why in the news
The Ministry of Road Transport and Highways (MoRTH) announced on 1 October 2026 revised guidelines for exempted FASTags issued to vehicles of persons with disabilities (Divyangjan). The new rules came into force on 2 October 2026.
Key facts
- Validity linked to disability: the exempted FASTag now stays valid for a period based on the holder’s percentage of disability.
- 70-100% disability: 5-year validity.
- 40-69% disability: 3-year validity.
- Old system: annual renewal was compulsory for all Divyangjan users.
- Documents: a valid Disability Certificate, a Unique Disability Identity (UDID) card or other official records stating the disability percentage.
- Vehicles covered: vehicles specially designed for persons with physical disabilities and vehicles registered under the Divyangjan ownership type.
- Renewal: after expiry, users who remain eligible can renew, subject to the National Highways Fee Rules, 2008.

About the change
The ministry said the aim is to cut repeated paperwork, set a uniform standard across the country and make national highway tolling more accessible, transparent and easy to use for eligible persons, while keeping compliance with the National Highways Fee Rules, 2008.
