PMAY Explained: Components, Subsidy and Eligibility
About PMAY
The Pradhan Mantri Awas Yojana is a flagship housing scheme of the Government of India, launched on 1 June 2015. Its target groups are EWS (economically weaker), LIG (low-income) and MIG (middle-income) households, in line with “Housing for All” by 2024. Nodal ministry: Ministry of Housing and Urban Affairs (MoHUA).
Components and verticals
- PMAY-Urban (PMAY-U): urban housing.
- PMAY-Gramin (PMAY-G): rural housing.
- CLSS: interest subsidy up to 6.5% for at most 20 years, with different rates for EWS, LIG, MIG-I and MIG-II.
- ISSR (In-Situ Slum Redevelopment): uses land as a resource to house slum dwellers.
- BLC (Beneficiary-Led Construction): up to ₹1.5 lakh per family to build or improve a house.
- AHP (Affordable Housing in Partnership): public and private sector tie-ups.

Eligibility and application
- Applicant must not own a pucca house anywhere in India.
- Property must be in the name of the applicant or a woman family member (mandatory for EWS and LIG).
- Aadhaar details are needed to prevent duplication.
- Apply online at the PMAY portal (Citizen Assessment tab) or offline at a Common Service Centre; a reference number is issued for tracking.
- Documents: Aadhaar, income certificate, address and age proof, bank details, photograph, plus caste or disability certificates where relevant.
- A subsidy calculator on the portal estimates benefits.
Objectives and benefits
- Affordable homes, slum elimination and basic amenities: toilets, 24-hour electricity, drinking water and sanitation.
- Priority to women, SCs, STs and other marginalised groups; eco-friendly, low-cost construction is encouraged.
Recent developments
- PMAY-Urban 2.0 extends PMAY-U to address the needs of 1 crore urban families over five years.
- As of November 2024, over 3.2 crore houses were sanctioned under PMAY-G.
Concerns and way forward
- Delays in construction, low awareness, and land and infrastructure gaps in cities.
- Plans: smoother processes, more private participation, digital initiatives and awareness drives.
