The National Annual Report and Index on Women’s Safety (NARI) 2025 was released on 4 September 2025, ranking 31 Indian cities on how safe women feel.
Key facts
- National safety score: 65%, from a survey of 12,770 women in 31 cities.
- 40% of women still feel unsafe in their cities.
- Harassment: 7% reported public harassment in 2024; the share doubled to 14% for women under 24. Verbal harassment made up 58% of cases.
- Hotspots: neighbourhoods (38%) and public transport (29%).
- Workplaces: 91% of women called theirs safe, yet over 53% were unsure if a POSH policy existed.

About reporting gaps
Only one in three victims filed a formal complaint. The complaint registration rate was 22% and the action rate 16%, and 75% of women doubted the effectiveness of police and legal action.
