Why in the news

Following 17 new tehsils, Ladakh’s administration will bring hill councils to every district of the UT through legal provisions.

About the 1997 Act

  • Sets up Autonomous Hill Development Councils for decentralised governance.
  • Applied so far only to Leh and Kargil; the plan covers all seven districts.
  • Aims: local participation in planning, and responding to Ladakh’s special geography and culture.

Council powers

  • Planning, transferred Khalsa Sarkar land, undemarcated forests.
