The Ministry of Ports, Shipping and Waterways has given in-principle approval, reported around 31 August-1 September 2026, to National Shipbuilding and Heavy Industries Park Odisha Ltd (NSHIPOL) for a ₹24,700 crore shipbuilding cluster at Kendrapara, Odisha.

  • Scheme: the approval is under the Shipbuilding Development Scheme (SbDS).
  • Capacity: about 1.2 million gross tonnes of shipbuilding a year.
  • Land and waterfront: 2,000-2,500 acres with a 2-2.5 km waterfront.
  • Location: northern bank of the Mahanadi in Kendrapara, facing the IFFCO plant at Paradip.

About the project structure

The project is to be developed through a special purpose vehicle involving the Odisha Maritime Board and Paradip Port Authority. Before final approval NSHIPOL must prepare a detailed project report and obtain environmental and Coastal Regulation Zone clearances.
