Why in the news

On 28 October 2026, the Commerce Ministry announced that India and Mexico had signed the Terms of Reference (ToR) that formally launch negotiations on a Preferential Trade Agreement (PTA). The ToR lay down the framework, scope, methods and timeline of the talks.

Key facts

  • Indian side: Commerce Secretary Rajesh Agrawal led the visit for the talks.
  • Mexican side: Deputy Minister for Foreign Trade Luis Rosendo Gutierrez Romano, standing in for Economy Minister Marcelo Ebrard Casaubon.
  • Background: PM Narendra Modi and Mexican President Claudia Sheinbaum agreed to deepen ties when they spoke at the G7 summit in Canada in June 2025.
  • Next step: A Mexican trade mission to India is being discussed for Q1 2027 to arrange business-to-business meetings.

About a Preferential Trade Agreement

A PTA lowers duties on a chosen list of products rather than on almost all trade, so it is narrower than a full free trade agreement. The release says the pact aims to use the complementary strengths of the two economies, raise bilateral trade and investment, and build more diversified supply chains. Mexico is seen as a valuable market for Indian exporters because of its deep links with global value chains.

Exam angle

  • Agreement type: PTA (not FTA/CEPA); stage: ToR signed, talks launched.
  • Seven ToR areas include SPS, TBT, rules of origin and trade remedies.
  • Mexico’s President: Claudia Sheinbaum; Economy Minister: Marcelo Ebrard Casaubon.
