Why in the news

Hong Kong began enforcing its Stablecoins Ordinance on 1 August 2025. The law sets up a licensing regime overseen by the Hong Kong Monetary Authority (HKMA) for firms that issue stablecoins.

Key facts

  • Regulator: Hong Kong Monetary Authority (HKMA).
  • Licensing: HKMA approval is needed to issue stablecoins, and unlicensed offerings to retail customers are prohibited.
  • Issuer duties: reserve management, redemption standards, asset stability, and anti-money laundering and counter-terrorism financing compliance.
  • Supply of licences: only a limited number are expected to be granted at first, signalling strict oversight.
  • Market size: global stablecoins are worth more than USD 250 billion.

About stablecoins

Stablecoins are crypto tokens pegged to an asset such as the US dollar, the euro, gold or another cryptocurrency. Regulators have grown cautious since the 2022 collapse of Terra/LUNA, which wiped billions of dollars from the crypto market. Hong Kong’s approach resembles frameworks adopted in the United States (the GENIUS Act, which requires full reserve backing), Japan and Singapore, and aims to balance innovation with investor protection and financial stability.

Exam angle

  • Note the HKMA as the licensing authority and 1 August 2025 as the start date.
  • A stablecoin is a crypto asset pegged to a reference asset, unlike unbacked cryptocurrencies.
  • Crypto and stablecoin regulation is a rising theme for banking and RBI-level papers.
