Why in the news

UNU-INWEH released a report arguing that large parts of the world have fallen into lasting water insolvency, where use exceeds what nature can renew or safely supply.

What ‘water bankruptcy’ means

  • A persistent failure state: withdrawals exceed renewable inflows and safe depletion limits, causing irreversible damage to aquifers, rivers and wetlands.
  • ‘Water stress’ and ‘water crisis’ undersell it, as the old hydrological normal has collapsed in many regions.
ThemeFinding
PopulationAbout 75% in water-insecure countries (2026)
AgricultureAbout 70% of freshwater; 170+ million hectares of cropland under high stress
GroundwaterAbout 70% of big aquifers declining; subsidence up to 25 cm a year
WetlandsAbout 410 million hectares lost in 50 years
Cost$307 billion a year from anthropogenic droughts

Causes with examples

  • Slow-onset depletion: Indo-Gangetic Plain groundwater.
  • Infrastructure-driven overshoot: Chennai’s inter-basin supply failing in monsoon shocks.
  • Ecological liquidation: Bengaluru wetlands.
  • Climate-amplified overshoot: Himalayan glacier retreat and Indus-Ganga flows.
  • Institutional inertia: resistance to crop diversification.

Exam angle

  • Publisher: UNU-INWEH; key numbers: 75%, 70%, $307 billion.
