Why in the news

The Union Cabinet cleared the fifth version of the Emergency Credit Line Guarantee Scheme. This time the stress comes from global geopolitical tensions, not a pandemic, and the cover goes to MSMEs and airlines.

Key facts

  • Original ECLGS began in May 2020 under the Atmanirbhar Bharat package, during COVID-19; version 5.0 is the first set off by a geopolitical crisis.
  • Disruptions cited: supply-chain shocks, oil-price swings, West Asia route problems and Red Sea shipping risk.
  • Total additional credit aimed at: ₹2,55,000 crore, of which ₹5,000 crore is earmarked for airlines.
  • Implemented by NCGTC, which guarantees Member Lending Institutions (MLIs).
  • Guarantee fee: nil, waived by the government, so borrowers face cheaper credit.
  • Eligible accounts must be Standard as on 31 March 2026.

Background

  • NCGTC acts as trustee of several credit-guarantee funds, ECLGS among them.
  • A credit guarantee is a third-party promise to compensate a lender on borrower default, letting banks lend to riskier borrowers without heavy collateral.
  • MLIs are the participating lenders: commercial banks, NBFCs, small finance banks and other financial institutions.
  • A Standard account is one with timely repayments, not classed as an NPA.
  • A guarantee fee normally flows from lender to guarantor, whereas interest flows from borrower to lender.

Why airlines are treated separately

  • The sector is capital-intensive and sensitive to fuel prices.
  • Overflight limits, rerouting and insurance problems during West Asia tensions add pressure, so it gets a larger cap, longer tenor and longer moratorium.
