Why in the news

The Union Social Justice Ministry’s 2025-26 annual report points to “marginalization within marginalization” among DNTs. States have largely failed to issue community certificates, which shuts these groups out of central welfare schemes.

Key facts

  • Denotified Tribes: labelled “born criminals” under the Criminal Tribes Act, 1871 in British rule; denotified when it was repealed in 1952.
  • Nomadic and semi-nomadic tribes: no fixed home; move for herding, petty trade such as ironsmithing, or entertainment such as acrobatics.
  • Size: nearly 1,200 communities.

About SEED

The Scheme for Economic Empowerment of DNTs (SEED) offers free coaching, health insurance (Ayushman Bharat), housing and livelihood help, but its reach is small.

Concerns

  • Identification gap: no DNT certificate means no SEED application.
  • Hierarchy within groups: DNTs listed under SC or ST often trail more settled, dominant communities in the same list.
  • Digital divide: online forms and Aadhaar-linked certification are hard without permanent addresses.
  • PMAY-G: needs a land title and community certificate, which many nomads lack.

Background

  • Ayyangar Committee (1949) recommended repealing the 1871 Act.
  • Idate Commission was a national commission to prepare a state-wise DNT list; it noted decades of neglect by Centre and States.

Exam angle

  • Nodal ministry for SEED: Social Justice and Empowerment.
  • Years: 1871 Act, 1949 committee, 1952 repeal.
