DISHA 2.0 Approved with Rs 255 Crore Outlay for Access to Justice
Why in the news
The Union Law Ministry cleared DISHA 2.0, a revamped access-to-justice scheme, on 22 June 2026. It was approved by Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal.
Key facts
- Outlay: Rs 255 crore, fully funded by the Government of India (100% gross budgetary support).
- Period: five years, 1 April 2026 to 31 March 2031, in line with the XVI Finance Commission cycle.
- Target: cumulative outreach of 3 crore beneficiaries.
- Tele-Law gives free pre-litigation advice through 2,50,000 Common Service Centres, reported across 784 districts.

About DISHA 2.0
DISHA stands for Designing Innovative Solutions for Holistic Access to Justice, a Central Sector Scheme. The first phase for 2021-26 reached over 2.37 crore beneficiaries across 31 states and union territories. The new phase supports Articles 14, 21 and 39A of the Constitution and Sustainable Development Goal 16.

- Four components are a favourite: Tele-Law, Nyaya Bandhu, LLLAP, VIDHI Sanjeevani.
- VIDHI Sanjeevani is new and uses a central digital platform and an AI chatbot called Nyaya Setu.
- Article 39A deals with equal justice and free legal aid.
