2. Keralam: Parliament Passes Kerala (Alteration of Name) Bill 2026

  • Parliament passed the Kerala (Alteration of Name) Bill, 2026, renaming Kerala as Keralam after a unanimous State Assembly resolution.
  • Article 3 lets Parliament change the name of a State; Article 4 says such a law is not an Article 368 amendment.
  • Such a Bill needs prior Presidential recommendation and is passed by simple majority.
  • The President must refer it to the State Legislature, whose views are not binding.

12. India-SACU PTA Talks: Terms of Reference Signed

  • India and the Southern African Customs Union (SACU) signed Terms of Reference to start negotiations on a Preferential Trade Agreement.
  • It is India's first ToR signing with the African region.
  • SACU, set up in 1910, is the world's oldest customs union with its secretariat in Windhoek, Namibia.
  • Members are South Africa, Botswana, Namibia, Lesotho and Eswatini.

  • ICAR-NePPA, the Network Programme on Precision Agriculture, involves 16 ICAR research institutes.
