Colombo Security Conclave: India hosts 9th Deputy NSA-level meeting

India hosted the ninth Deputy National Security Adviser-level meeting of the Colombo Security Conclave (CSC) in virtual mode on 30 September 2026.
Key facts
- Indian delegation: led by Deputy NSA (Strategic Affairs) Pavan Kapoor.
- Participants: Bangladesh, Maldives, Mauritius, Sri Lanka and Seychelles along with India.
- Agenda: follow-up on earlier decisions and a review of the Roadmap for Cooperation and Activities for 2025-26.
- Progress: members noted work under the five pillars, especially training and capacity-building.
- Members reaffirmed cooperation on Indian Ocean Region security and humanitarian assistance.
About the Colombo Security Conclave
The CSC began in 2011 as a trilateral maritime security arrangement of India, Sri Lanka and the Maldives. Mauritius and Bangladesh joined later, and Seychelles moved from observer to full member. Its five pillars are:
- Maritime safety and security
- Countering terrorism and radicalisation
- Combating trafficking and transnational organised crime
- Cyber security and protection of critical infrastructure
- Humanitarian assistance and disaster relief
The seventh NSA-level meeting took place in New Delhi on 20 November 2025, hosted by NSA Ajit Doval.
