Why in the news

After week-long talks in London in April 2025, the UN’s International Maritime Organization agreed a binding climate framework for shipping.

Key facts

  • Goal: net-zero GHG by or around 2050, per the 2023 Revised IMO Strategy.
  • Tools: technical and economic framework plus a global carbon pricing mechanism; revenue of $30-40 billion by 2030 for clean shipping.
  • Saudi Arabia demanded the vote, a rare step; shipping emits about 3% of global GHGs.
VoteCountries
For (63)India, Brazil, Japan, UK, China, Spain, Norway, Mexico, France
Against (16)Saudi Arabia, UAE, Oman, Venezuela, Russia
Abstained (25)Pacific islands (Kiribati, Tuvalu, Fiji), Seychelles, Argentina, Colombia

Concerns

  • Consultancy UMAS sees only an 8% cut by 2030 against the IMO’s 20-30% aim.
  • WWF called it groundbreaking but possibly insufficient for the 1.5°C goal.
  • Rising penalties on fossil LNG may hurt LNG ship investment.
  • Pacific states wanted a flat carbon levy and said revenue falls short of a just transition.

Exam angle

  • Body: International Maritime Organization.
  • Dates: 2028 start; 2050 net-zero; final approval October 2025.
