Why in the news
The Centre planned to bring the HECI Bill 2025 in the Winter Session, five years after NEP 2020 proposed replacing the fragmented UGC, AICTE and NCTE system with one regulator.

- Covers all higher education except legal and medical; technical and teacher education regulation moves under it.
- HECI itself is a small, high-level coordinating commission; each vertical works independently with expert members.
