4. OFCB Swap Facility: RBI Cheaper Funding for Banks

  • RBI's concessional swap for Overseas Foreign Currency Borrowings (OFCBs) is open to all AD Category-I banks for borrowings of minimum 3-year maturity.
  • The swap rate is fixed at 1.5% per annum, compounded semi-annually, until 31 December 2026.
  • Banks save 200-250 bps versus market hedging costs of 3.5-4%; OFCB funds are 40-50 bps cheaper than similar-tenor deposits.
  • Banks can raise up to 100% of Tier 1 capital; SBI estimates USD 5-8 billion in FY27.
