Why in the news

On its seventh anniversary on 15 August 2026, the Jal Jeevan Mission reported huge growth in rural tap-water access from a very low base in 2019.

Key facts

  • Launch: 15 August 2019, merging the earlier National Rural Drinking Water Programme.
  • Type and ministry: Centrally Sponsored Scheme of the Ministry of Jal Shakti, run by the Department of Drinking Water and Sanitation (DDWS).
  • Goal: a Functional Household Tap Connection (FHTC) for every rural home, with 55 litres per person per day of prescribed-quality water.
  • Progress: from about 3.23 crore households (17%) in 2019 to over 15.91 crore; more than 2 lakh villages certified.
  • Deadline: originally 2024, extended by the Union Cabinet to December 2028.
  • Outlay: about Rs 3.6 lakh crore, of which the Centre’s share is about Rs 2.08 lakh crore, raised with the extension.

How it works

  • Village Water and Sanitation Committees (Pani Samitis), with at least 50% women, prepare Village Action Plans.
  • Every district has water-testing labs, and five women per village are trained on field test kits.
  • Certification needs a gram sabha resolution confirming every home has a working tap of adequate quantity and quality – a community declaration.
  • Convergence with MGNREGS, 15th Finance Commission grants to panchayats and Swachh Bharat Mission (Grameen).
  • States and UTs such as Goa, Telangana, Haryana, Gujarat, Punjab, Himachal Pradesh and Mizoram report 100% coverage.
