GST Rule 14B: Simplified registration for e-commerce sellers from Nov 1
Why in the news
On 22 October 2026, a senior finance ministry official said that a simplified, optional GST registration facility for small sellers using e-commerce platforms will be available on the GST portal from 1 November 2026.
Key facts
- Legal basis: a new Rule 14B inserted in the CGST Rules, 2017.
- Recommended by: the 57th GST Council meeting, held earlier in October 2026.
- Who benefits: small sellers of goods who supply only through electronic commerce operators (ECOs).
- Main relief: such sellers can register in additional states by declaring the e-commerce platform’s warehouse as their principal place of business, without opening their own office or shop there.
- ITC cap: input tax credit passed on must not exceed ₹2.5 lakh a month.
- Home state: the seller must already have a physical presence and GST registration in at least one state.
- The registration covers only supplies made through e-commerce platforms; the operator’s consent is taken through the system.
About the related ITC review
The 57th Council also referred Section 16(2)(c) of the CGST Act to a committee of officers. Under this provision, a buyer may lose input tax credit if the supplier fails to deposit the tax. The committee’s report is due within three months, and any change is targeted for 1 April 2027.
Exam angle
- Remember: Rule 14B, CGST Rules 2017; start date 1 November 2026; ITC cap ₹2.5 lakh per month.
- Section 16(2)(c) of the CGST Act, which links a buyer’s ITC to the supplier’s tax payment, is under committee review.
- The move eases compliance for MSME sellers expanding sales across states through online marketplaces.
